Water thieves really work hard to steal water. They have to dig up pounds and pounds of dirt, then connect pipes to the resident that needs the water. With all that work you could get a temporary second job and pay the damn bill. The man who has been accused of stealing water is 64 and had two heart attacks. Say what?
